Turbolag is the time from stepping on the accelerator to feeling the torque impact of the turbocharged engine. The lag comes from the time it takes for the engine to generate enough exhaust pressure to rotate the turbine and pump the compressed intake air into the engine, and it is the longest when the engine is in a low-speed and low-load cruise state.
If you want to know why someone doesn't make a turbocharger that accelerates completely from idle speed to red line, there is a very simple answer: just like all engine components, the turbocharger must match a specific speed range to function correctly. A turbocharger that is small enough to generate a large amount of boost at low speed will overspeed and may explode when the full throttle is hit.
